Chain of Responsibility - Design Patterns

The Chain responsibility is a pattern that is used or applied in workflows that require approvals or delegation of work.

That is the requester doesn't know who in the workflow chain or hierarchy would process the request or who would serve or complete a function or job.  In this case a event(handlerequest) is raised in structure and propagated for approval or to serve the job.  The request could flow upwards, downwards, or to the left or right depending type of architecture.
