Public water distribution network with Scada system monitoring and network map.

Is it time to commission Public Water distribution that ensures 365 days 24*7 water to homes💦 in a region?  There shouldn't a drop of water lost due to network cracks or pipeline leak. The los any due to leaks should be identifiable with in 5 seconds in remote monitoring station.  The monitoring should be so rigorous that the datacenter and HMI or Scada system monitoring parameters are thoroughly processed live to identify potential leaks, flow of water, composition of water, and meters to measure or charge the consumption of water by different stakeholders based on type.

The entire pipeline shall include flow meters at every distribution points, a water distribution Private area network for data collection and processing of parameters live in the corporation's office. The data center shall able to cut off supply automatically through the HMI and SCADA monitoring, resume supply, areas wise, region wise, street wise if rationing of water 💦 is required.
