License Renewal - Through https://sarathi.parivahan.gov.in/

The New License Issuance, License Renewal, Vehicles Registration and other services of RTO office can be availed through the Portal https://sarathi.parivahan.gov.in/.  

In my case I went to RTO office Kundrathur for License Renewal and my existing license was issued by RTO office North, Madurai.  The existing license of mine before it was renewed was issued in the year 2000 and the details of the same was not available on the portal or when I tried to fill the details for renewal the portal error message indicated the License was not found on the Central Database.  

I approached a Xerox Shop that is located besides RTO office kundrathur, Koovur.  They informed me that I had to visit Madurai, North RTO office and request for the license number that is with out the Slashes or special characters based on the new conventions arrived at.  I visited the premise spoke a lady staff she requested me fill a application form and provide the License Xerox as proof.  I furnished the same and she requested me come after two days to collect the License Number from the backlog entry.  I was given an approval workflow number through which the license can be determined or can be found.  

I approached the Kundrathur, RTO Office Xerox Shop for the License Renewal and they helped me in preparing the Application Forms, along with Receipts and the charges (RS. 950) towards renewal fee and their Service Charge.   The Receipt is only for the Rs. 700 that is to be paid to the RTO and Rs. 250 charges for the Xerox shop services don't provide a receipt yet as they are not computerized yet, nor the Portal includes this charges.

In my View, the Sarathi.Parivahan portal should be enabled for Registration and login by common public to avail the Services themselves by filling the forms as per their best of knowledge.

In my case the Aadhaar card was furnished or attached for address proof but the form 7 was not filled to include Aadhaar card number in the appropriate column by the service provider.  The other two information with respect to Education qualification and Address was not filled appropriately.  The Education Qualification of mine is Post Graduation where as the default option was selected.  The present address of mine is Rental, I indicated the same to the service provider but he just selected the Present address as the permanent address as well, which is wrong.  

Therefore, the Sarathi.Parivahan portal should enable login by Public so that they take ownership, responsibility of the data they provide while a application is filled by the individual.  Hopefully, this shall be enabled in the future at the earliest..  

The Portal workflow as improvement should also capture information such as mobile number, email id, Individual identity number like aadhaar, address proof document number, address proof document type furnished, existing license number, name (full name). date of birth, Social Media Handles, and so on.    This ensures that the communication by the RTO office to the individuals concerned or by Traffic Police can be via SMS, Whatsapp, email, letter, Facebook (Appreciation Posts), Twitter(Appreciation Tweets) and so on.  

Also, I foresee that the sarathi.parivahan portal shall be entitled with Dashboards for various user profiles like Individuals, RTO officers, Ministry, Diplomats, Agents and so on.

The e-Receipt should also print all the above information like individual identify number masked, existing license number, license address, date of birth, full name, address proof document number, address proof document type, masked mobile number, masked email id, Social Media Handles masked and so on.  

I Hope the State Government of TN initiates this in consultation with other States and with Republican Government.

In future I foresee that all Licenses belonging or issued from an administrative boundary like TN and it's data would reside with in the Geographical boundary of the state or in terms of Cloud infrastructure this approach is called Mirroring to reduce data cost, processing cost, network cost, querying processing cost, optimize availability, responsiveness, reliability, fail-safe operations and scalability etc.

The workflow in the future hopefully shall also include eKYC and bio-metric authentication by the Applicant and by the Approver via their Individual Identity Bio-Metric Number like Aadhaar authentication with OTP to capture the bio-metric signature on the application through the application and by the approving authority or officer.  The workflows in the future could also include the Videos of the vehicle license test of the individual Who undertake the mandatory driving test before the license is issued. The videos would be uploaded to the profile page or the dashboard of the individual account.  It could also include driving school videos of the training Sessions attended.
